Is the OS stored in the Flash memory??

If Snow Leopard takes up 30GB in and of itself -- is that going to effectively cut the 64 GB flash memory in half, before you even walk out the door with it?
 
Yes, since the Flash storage will be the only form of storage (besides RAM), the OS will be installed there.

So how do I get the OS from the hard drive of my old MacBook to an APFS volume on my MacBook Pro. I connected the hard drive to the MBPro's USB port and dragged the icon to the APFS volume. All the files moved to the volume, but not the OS. I know because when I tried to use Safari within the APFS I got the message that the version of Safari from the old hard drive couldn't be used. Also my iTunes library wasn't in normal display form but in computerese gobbledygook.

Migration Assistant, just like in 2010.
