The App Store takes time to update. If you're not seeing it under a search for Shortcuts, search for Workflow instead. You may see it directly listed as Shortcuts or as Workflow but if you tap on either you should see Shortcuts.

Of course they did. Shortcuts IS Workflow, but with more system integration.
