Which app can create overlays of two images?

i looked for "overlay" in the app store and all that came up was an overlay app that produced really ugly results

how hard is it to set two photos on top of the other and be able to adjust the opacity levels?? there must be an app that does this?

You can try out PhotoForge2. I have it on my iPhone, and it has layer functionality. You can open an image, and then create a new layer and put a new image over it and adjust the opacity.

What I don't like about PhotoForge is that after every adjustment you make, you need to wait a second or two for the adjustments to load, so it's not ideal if you want to edit several images quickly. The interface is pretty, but it can also get a bit confusing.
