which app is best for video and photos?

I need to make a collage of mostly pictures, but also of some video. Want to make it into an autoplay DVD. I have used I think iDVD in the past for this, but would like to do some better inserts of text and maybe some transitions, and be able to cut/clip some of the audio files I will use.

What do you recommend for this? iMovie or iDVD? Any other great tips. I'm good at this once I get started, but I am in a time crunch at the moment.
