Which carrier locked to?

iphone 4s: Bought a phone online and the seller claims it is locked to rogers(which i need). I checked the phone and couldnt find which carrier it is locked to and downloaded itools and it did not display the operator/carrier it was locked to.

can someone please help me find out which carrier my iphone is locked to!
