which current PC laptop is comparable to the MBA with i5 processor? (as far as hardware specs are concerned)
 
Vaio Pro 13 is very close in specs (worse in some, better in others).

Air has better battery life and graphics chipset.
Vaio Pro has a higher resolution (1080p) touch screen and is quite a bit lighter.

The best IMO: Samsung ATIV Book 9 Plus (NP940X3G). It comes in two configurations:
One major drawback for someone valuing Apple products' neutral, uncluttered design (from the Engadget review):

[...] Samsung slapped some conspicuous "SideSync" and "HomeSync Lite" branding on the device itself, over on the right side of the palm rest. What's annoying is that it's painted onto the aluminum, so it's there, staring back at you whether you like it or not. We would have much preferred a sticker we could peel off.
Sounds like an idea from an intern contributing to design by committee, completely ruining an otherwise solid design.

Regarding those Dells... no. The XPS 13 and XPS12 are easily the only contenders for "mac-like" build from Dell.
 
Those Dell's are definitely not mac grade. The XPS is nicer but don't hold up as well over time against the macs in my opinion. The Latitude holds up well over time but has nowhere near the high quality finish.
 
Take a look at the Dell Venue Pro 11 with i5, 8GB of RAM and 256GB SSD. Add the dock and you have yourself something really interesting.
