I have the ultimate 27" iMac and I was looking to buy a Time Machine and later decided to go with a Mac Mini instead. I was using my MBP to connect to TV, but later sold the MBP to upgrade to a mini. I'm planning to use the Mini for the following:

Media Server(iTunes, Movies, Movie Edits)
Back Up Server(backing up my iMac, MBA)
Web Server
App Server
HTPC

I will never do gaming on it as I have a console, will the base Mini be good enough for all these tasks? I will be adding RAID hard drives via FireWire/TB later and this mini will be headless except when using as HTPC
 
Depends on how intense the web serving and video editing is going to be. If it's going to be intense then you might be served well by getting an SSD or upping to the Mini Server, respectively.

The $799 mini really won't be any better than the $599 one for your purposes.
