I have an iBook G4 1.33 GHz, 1GB RAM, 60 GB HD. I may upgrade to leopard, and if I do, what version of iLife should I use?

ilife 09 is compatible but not for everything, you'd need a 2.0Ghz G5 to make full use of it,

Unless you're running into some kind of functionality issues (like web pages not rendering properly, or an inability to sync your iPod) I would not upgrade to Leopard. On the PPC machines I used leopard on it seemed to sluggish. Tiger is the sweet spot for PPC (and any Intel machine that will run it) in my opinion.
