Which Mac application creates this masthead??

Hi All,

Recently one of the local newspapers ran this masthead with Obama's photo and then random tags of words used in his speech overlaying the image.

Is the a native Mac application (I though I recall seeing it as a feature somewhere) that allows you to input words and it creates a similar type image??
