Between just those two monitors, they're about the same. However when charing the monitor through USB-C, the MSI monitor only has 15W of charging while the Philips monitor has 90W charging. This makes a big difference since you're on a laptop instead of a Mac Mini or Mac Studio. Not to mention, the Philips is a bit cheaper than the MSI, so I would recommend the Philips monitor.
 
Be careful there. That Philips monitor spec says it uses HDMI 1.4. That means it can only do 4K at 30Hz if you go over HDMI. Although the USB-C in DisplayPort may be able to do 4K @ 60Hz if you plug anything in over HDMI you will only get 30Hz max at 4K. The MSI monitor says HDMI 2.0b
