On a MacBook Air without any means of installing software via CD because I lack an external and internal optical drive, what's the best way of installing Windows genuinely?

Do I buy the upgrade version from the Microsoft Store which offers a downloadable option (keep in mind, I'm do not have any version of Windows at the moment)? Do I buy the full version from Amazon and find a way to obtain an .ISO and install it through that?
