Which Theme will allow me to do this?

When watching a youtube video today a guy had his icons sorted by categories. The categories were in a semi circle withy only half showing on the screen. He could rotate the semi circle so the missing half appeared.

I can't trace the video to find the person who posted the video. Does anybody know how I can do that with categories?
