Currently I have a 2015 MBP connected to a 4k LG monitor with a Mini Display Port to Display Port cable.
Once I receive the new MBP the options are going to be either HDMI or USB-C.

My LG monitor has two HDMI ports so it is not a problem to use that, but I have a feeling that the refresh rate might not be as good as with the Display Port.
What are my options?

HDMI 2.0 is fine unless you want to do 10bpc or HDR. In those cases, it will use 4:2:0 chroma subsampling which reduces the quality.

DisplayPort 1.2 and DisplayPort 1.4 support higher bandwidth than HDMI 2.0. You'll want to get a USB-C to DisplayPort cable or a Mini DisplayPort to DisplayPort adapter.

I have a miniDP to DP adapter but it is useless on the new MBP.

As for the USB-C to DP adapter, I can only find Thunderbolt 3. As the new MBP is TB4, I assume that it is fully backwards compatible?

Thunderbolt 3 adapter or dock will also work since Thunderbolt 4 is fully backwards compatible. Link it here to be sure.

I moved from a 2021 16” MBP to the 14” MBP and just plugged in the MDP to DP cable that I had running a Dell 27” higher but not 4K resolution monitor. It seemed to work fine and sync, but sometimes there is a little flutter or shakiness on the screen. IS there a true USB-C to display port cable?
 
Yes, there's lots of USB-C to DisplayPort. Something like this should work.
