I could not find thread with this "issue" being talked about. I just recently got my M1 Mac mini (8GB/256) and I've been wondering why the monitor stays in standby until the login screen shows up. Basically, I press the power button then it makes that wonderful chime and my monitor's indicator light stays orange for short while, then it wakes up and i'm seeing the login screen. Monitor is AOC G2590FX and connected via HDMI. Can't even see any sort of progress bar when I boot into recovery mode, but when it gets there everything works just fine..

I have been using PCs since getting my first computer and they always showed boot screen and loading bars so I'm kinda used to them. Even my 2011 MBP shows loading bar when it's booting up and my brother's 2009 Mac mini too.

Is it totally normal? Is it just that this thing is so damn fast to boot up that my monitor can't catch up possibly?

Probably weird question, i'm bit unfamiliar with macs in general. Still trying rebuild my muscle memory for basic shortcuts :)

I don't have "the answer".
Rather, just some thoughts...

What happens if you try a "safe boot"?
(boot while holding down the shift key continuously)

What happens if you boot to the startup manager?
(boot while holding down the option key continuously)

Do you have ANOTHER HDMI cable you could try?

You could try a different connection scheme.
(such as USBc/tbolt to displayport on the display)

Does the display have an internal preference setting for input?
What is it set to?
If it's set to "HDMI", have you tried the "automatic" setting instead (if it has one)?

Are you booting with both the Mac and display powered off?
If so, what are you powering on first -- the Mini or the display?

Something to try (if you're not doing it already)
Get a power strip or surge protector (anything you have around)
Plug both the Mini and display into it
Leave the display "turned on"
When you power down the Mini, turn the power strip OFF.
Turn the power strip on, then press the Mini's power-on button.

I tried all of this. I have monitor in standby all the time and in manual input selection for the correct HDMI port. Seems like it's my monitor that's taking a while to notice it should turn on. For some reason when computer is connected via DisplayPort the monitor wakes up faster.

I just noticed how I like keeping this Mac in sleep mode when I'm not using it. Monitor wakes up from standby bit faster (indicator LED turns from orange -> white, then it takes about 10 seconds to show me the login screen)

Not that it would matter me much, it just looks like the monitor is lazy :p
