I want to use my iPad as a phone I've seen a app called whistle phone so what I want to know is that is it free to make calls and does it have to be to whistle users

I've got Whistle. It's free and you can call anyone. You pay for it by listening to a twenty second ad before it dials your number. Well worth it.

You don't actually pay for anything, unless you want to upgrade to ad-free.

Don't know about it working in the UK, but free is free in the US anyway.

There's a couple. Check the app store and navigate there. Whistle seems to work fine for US calling, even if you have to listen to an ad for the first 15-20 seconds. Other than that, there's a guy around the Carfax tower that lets you dial anyone on his phone. No iPad app, but still, free calling

Whistle is ok, I used to use it before other options existed, and the ads they play can get annoying. Currently I use google voice tied into Talkatone (which is free to use), pretty awesome combo with no ads.
