I want to use my iPad as a phone I've seen a app called whistle phone so what I want to know is that is it free to make calls and does it have to be to whistle users

I would aprechate the help

I've got Whistle. It's free and you can call anyone. You pay for it by listening to a twenty second ad before it dials your number. Well worth it.
 
So if I download the free version I don't have to pay nothing and does it work in the uk

There's a couple. Check the app store and navigate there. Whistle seems to work fine for US calling, even if you have to listen to an ad for the first 15-20 seconds. Other than that, there's a guy around the Carfax tower that lets you dial anyone on his phone. No iPad app, but still, free calling :D

Whistle is ok, I used to use it before other options existed, and the ads they play can get annoying. Currently I use google voice tied into Talkatone (which is free to use), pretty awesome combo with no ads.
