My I Mac won't restart. It's 3 yrs old and I'm running new El Capitan software. I do not have a start up disk. I don't even get the chime it just goes to white screen with apple logo and progress bar. I've tried command, r , p r shift command and a few more. Nothing. The one where I get a black screen with a bunch of white stuff like terminal, I try to type in a command with cursor and it's frozen. I can get to screen where I get disk utility and I checked that and it's good. Do I have to wipe out and reinstall the O S? I do have time machine back ups. I have all the peripherals unplugged. What am I missing?

10 minutes later:
Just decided to restore from time machine back up. But would like to know what happened and what I may have missed.

That didn't work. In disc utility it says hd is fine. Tried restoring from a couple of other back ups before and after installing ElCapitan to no avail. Please respond with anything I may be missing. Like removing a memory.
