I have a teen daughter with an iPhone and I'm looking for suggestions on protective use.

Is there a way to lock down the contact list and make it so that only people in the contact list can call and text?

I've seen TeenSafe and that seems reactive rather than proactive and I can't see pictures in text.

Any suggestions or help would be appreciated.

There is a lot that can be locked down and stuff that can't. Without 3rd party apps I don't think the phone can be locked down to prevent unauthorized calls. You can turn off FaceTime and iMessage and other stuff under restrictions. But I don't think you'll be able to lock the phone down to the extent you might want.
