Who benefits from upgrading to a higher Processor?

I've been reading a bunch of use case scenarios, but not really getting much explanation, and was wondering if anyone could clarify.

Could anyone explain which users would benefit the most from upgrading to a higher GPU/CPU core and which individuals should be fine with the base processor?

Are the differences going to be noticeable when upgrading?
