So i use a cisco vpn for my school and I know that leopard has a built in vpn thing if i'm not mistaken, can I use leopards built in application to connect to my universities internet? If so can someone explain to me how to do that?

Yes, but most Cisco VPN's do require that each user be given permission. You may find that your network credentials won't let you into the VPN unless the network admin validates you for those privileges.

Also, most (or all) Cisco VPNs are encrypted (IPSEC) and may require client software, which would have to be given to you by the network admin.
