You can purchase the phone with no subsidy as long as you are a Verizon Wireless customer. $599 for 16GB, $699 for 32GB.
If you are NOT currently a VZW customer and want to pay FULL price, well then I suggest buying the phone at the subsidized price and then paying the cancellation fee, it will end up saving you 50 bucks (unless they make you pay the first months bill, then it will cost about the same).
16GB = 199 + 350 ETF = $549
32GB = 299 + 350 ETF = $649
But I don't think you can purchase the iPhone without signing up for a contract, unless they offer prepaid plans for it (doubtful).
As for me, I will be paying $757.54 (incl. tax) for the 32GB version.
If I were you I would seriously wait till June to see what happens. I fully expect the iPhone 5 will be released on ALL carriers. Financially you will be kicking yourself to pay an AT&T ETF then full price for an iPhone 4 on Verizon then 4 months later an iPhone 5 is available on Verizon.I don't have verizon, have ATT but will be canceling; I just don't really want to sign another two year contract ever again.
