Because they just sold more Ip4S phones than any other IPhone yet on initial sales. They know what they're doing. Or at least Steve Jobs knew what he was doing.
 
I am sure there is a story out there we will not truly know for years. I bet they did have the radically redesigned iPhone5 in the pipeline for release soon, but they held it back.

I bet they didn't want their coolest and best new phone released under Job's, knowing he wouldn't make it to Summer 2012 release. So they want the iPhone5 to wow everyone and show the world that Apple is still #1 after Job's death.

That is a little misleading. This is the first launch in the U.S. where all three major carriers had it for sale at the same time. A real comparison would be looking at just ATT #'s.

And AT&T have aldready said that it is the best selling iPhone so far
 
maybe they're just not fully ready, or the thing's not fully tested. the iphone 4s is a pretty revolutionary phone in its own right.

How so compared to the iPhone4 running iOS5 ? They are not radically night and day different, they are actually extremely close hardware wise to keep manufacturing costs down for Apple and make the biggest bang for their buck.

Revolutionary would be the iPhone5...evolutionary is the 4S.
