Why are my notes in the mail section of iCloud?

Because that's where they traditionally have been in OSX. Maybe they will get moved out to its own at some point. Who knows.

It's the same as Apple's mail.app. Don't really know why there isn't a separate section.
Sorry, not much help. I guess they just wanted it streamlined?

Probably because notes generally sync over IMAP. You can sync notes with Gmail, and they sync over the same protocol that the mail does.
