I currently have a MacBook Pro 13" from late 2011 running 10.9.2.
I have connected a Magic Mouse to it, but can't use any of the gestures, nor can I scroll with it.
When I go to System Preferences > Mouse, I am met with a menu that has no options for a Magic Mouse as if I am only using a regular mouse.

I originally thought it was my mouse, but the same issue occurred when I tried to use my roommate's mouse.

Try removing the mouse and repairing it. Make sure you choose "Mouse" from within the Bluetooth setup assistant.
