Why background process stops working when other programs are working?

Why iOS isn't a multi tasking operating system? If i let a program run in background and i start using other apps, the background apps stops working.

For instance, if i start downloading a larger file which takes minimum of 20 mins to complete, so of course i can't keep holding my phone. I want to use other apps/games during that time period. But as i switch to other app/game, background downloading stops. This is so annoying.

Is there any solution for this?

I've experienced same issue in both my iPhone 4 and iPhone 4S.

Currently i have iphone 4S 64GB iOS 5.1.1

That's how Apple designed the system...
Apps can only ask for a few minutes of background execution if they have a long task to finish.

this is disgusting man... it means we can never achieve a task which takes a bit longer to accomplish
