I’m running SL and iLife ’08. There don’t seem to be any preferences anywhere to tell Image Capture to open when I connect a camera (other than manually opening Image Capture and setting IC as the default for that specific camera), including the iPhoto preferences. The choices are either iPhoto or nothing. Also, IC is not listed under the setting in System Preferences as a program to open when you insert a photo CD (except under “Other”).

It's a free download and is an application which sits in your System Preferences.
