When I try to delete an old copy of Google Chrome, I get this message:

However you can see that I clearly have the permissions I need to delete it:

What am I doing wrong?

Some file within the google chrome app bundle is being used currently. Google likes to update their browser without your consent, and it's possible that background process is using something within the bundle.

Summary: A restart should fix it.
 
Agreed. Restart is the way to go for that. I have had that a few times with Lion when trying to delete something. It does not appear to be running but clearly something is making use of it somehow.
