You need to offer more information, seriously. Your guess is as good as ours with limited information. What's actually happening when you try deleting them? Any messages come up? Have you tried to logout or restart the computer? Have you cleared the PRAM?

[edit] However, I've had files that refuse to leave the downloads folder before; nothing the command line couldn't fix. :)
 
Most locked or stubborn files can be deleted by using:
Command Option Shift Delete
The same command can be accesses by using Finder > Empty Trash holding down the option key.

it looks as if you were downloading a torrent because of the .part file extension


try quiting whatever torrent application you are using then try and delete them
 
i've had the exact same thing happen to me twice before. it's probably some malware that tried to download itself onto your computer, but couldn't execute since it was written for windows. restarting your computer should get rid of the files.
