I use to use tiny SSD modules to host my installers and emergency boot-systems.
I got new tiny modules plugged on an USB-Adapter.
macOS did not let me format them to APFS (not explaining, that is was due to their MBR partition scheme, which i discovered only later), poposing only hfs+ and DOS.
The disk-utility did not let me convert that disk to GPT either.
I had to do that using Linux or Windows...
Crappy macOS !
 
Did you try selecting "Show All Devices" in the "View" menu of Disk Utility.app? Then you can select the USB SSD device and select "Erase" to change the partition scheme from "Master Boot Record" to "GUID Partition Map".
