Why can’t I watch 4K videos with youtube app?

I know iPad Pro screen is not 4K, but it is significantly sharper than 1080p. So, why won’t youtube app or safari let me watch 4K videos with my iPad? Does iPadOS solve this problem?

Not even AppleTV 4k can.
Apple has to add the opensource codec support.
