Why can't iPhone 4 make wifi calls?

Seriously, why isn't there a way, why can't Apple allow it or even when its a jailbroken iPhone be able to make wifi calls using the native app when I have no signal? If someone were to find a way I think that would be great.

Download Skype and do calls with it.

Normal Phone calls dont run over Internet.
