Why can't tsmuxer or Mkvmerge convert this file?

Its an mkv with these specs:

Video: x264 MPEG-4 AVC/H.264 @ 1280x720 29.97fps
Audio: Nero MPEG-4 AAC @ 48000hz Stereo

Im trying to get this file to .ts or .m2ts but no luck. Anybody know why and possibly have a solution? Thanks!
