I’m attaching two photos. I haven’t messed with setting but am thinking I may need to do an asking for guidance here.

Some photos i take display the city I took the photo in while others only display the date. Even though the photos where the date is displayed only still shows up in maps within the photos app.
I’m wondering what I’m missing here and if there is some sort of location services toggle I may need to switch on or off.

Update: I thought it may be the location services toggles on both the camera and photos app but nothing has seemed to change.
 
I have this issue as well. When I restored from icloud, NONE of my photos had the geo-tagged location for days. Then it suddenly they appeared out of nowhere. Now, all of my photos since are only showing the date and can't figure out how to get it to re-index. Such a stupid bug.

For what it's worth, the location is in the metadata, it just hasn't indexed it to make it searchable (or show up when viewing the photo).
