Why do some Vimeo videos play on iPhone and others do not?

Yes, I do realize there is a Vimeo app, and yes my video does play fine in that app. But when I share this video with others, my iPhone friends complain it won't play and has a circle with a "/" threw it.

Yet, awhile back I did notice other Vimeo video's were now playing in the normal iPhone Safari browser so I thought Vimeo was being natively supported. My video followed Vimeo protocol for uploading.

Correct me if I'm wrong, but after some research it appears Mobile Vimeo playing is only available to Plus or Pro members. A little frustrating it took so much time looking around to find this:

I'm not Vimeo Plus or Pro and mosts videos play for me fine.
