Why do we need 2 buttons for Siri?

I work at a Mac repair shop so I see many computers a day and I always see Siri on the dock and on the toolbar up top, many of the casual users I encounter don't even know what it is so why does there need to be 2 options? Enlighten me please. (Personally I removed Siri from the dock and just keep her up top idk why that can't be default)

Both can be removed so why does it really matter?

Everyone prefers a different way to do things. I prefer to remove both the Dock and Menubar icons and just use the keyboard shortcut.
