Why do we need to manually manage spaces in Big Sur Mission Control?

In Gnome when moving a window to an empty Space, a new Space appears automatically. When making an existing Space empty, a second empty Space disappears automatically (this is part that's missing from Big Sur). That way there's always just one empty space. Why is this not an option in Big Sur?
