I use my MacBook Air and my Mac display all day long and everything looks fine. I use my son’s iPad air and it’s like choppy.

My theory is iPad and iOS have a lot more “slow” animations and for some reason at 60hz those animations look terrible. Mac has less animations and they animate quicker.

Anybody notice this?
 
I mean my point is iPad is the only device where I see it. I’m on 60hz all day on my computer
 
What generation iPad Air?

Maybe it’s not a 60 Hz thing but rather the animations are lagging. Are you talking about animations from a website? If so, maybe it’s the browser.
 
Because of touch. You see a high refresh rate mainly when you scroll, and touch makes scrolling more natural so the brain "sees" it more...
How much that matters to each is subjective however...
 
iPadOS is a lot more dynamic and fluid with lots of animations and transitions pretty much everywhere. macOS is more static, windows just instantly pop up instead of expanding from an app icon. Using both my iPad and MacBook with my external display at 60hz, I definitely notice the lower frame rate more with the iPad connected.

If it’s choppy it probably due to iOS issue. Try restore as new. I have MacBook Air, iPad mini and iPad Pro, and didn’t see noticeable difference though.
 
I use an iPad Air and iPad Pro side by side often. iPad Pro looks smoother, but I have no issues with the iPad Air screen.
