Why does a iPad have only 2 themes listed ?

I thought that was strange too. I was only able to find iPad themes through my iPhone themes. You can look for Arc, Boss, Hiro, Brass Tacks, Syren and 1nka. All of these themes I have on my iPad Air 2 running IOS 9.0.2 I hope this helps.
