Why does Mail try to auto-suggest a label?

When I try to archive my messages, I used to bucket a bunch as bills, advertisements, PayPal, etc. Now the app tries to auto-suggest a folder when I go to archive a message but it is hit or miss sometimes. I'd rather just go to the default action of manually selecting the folders myself. How do I get rid of the auto-labeling?

I think it's one of the new features in iOS 10.
