Why does my keyboard backlight always turn on when i restart my macbook?

I hate having backlight on so I manually turn it off. Every time I shut down & restart my macbook, the backlight always turns back on by itself. I unchecked 'adjust keyboard brightness in low light' but it still happens... This started happening after the system update back 2-3 weeks ago. I have a 15" 2017 Macbook Pro. Any help would be appreciated...

I started getting this too.

I have a 2012 15" cMBP.

I've done a SMC and a PRAM and they have had no effect.

I just figured it out. There was a setting turned on in System Preferences.

System Preferences > Accessibility > Keyboard > Keyboard Preferences...
