I am using a new HP P800 1TB Portable External Thunderbolt 3 PCIe NVMe SSD on a MBP '17 and MBP '18. I moved a lot of data to the external SSD on the MBP '17, but no matter what I do the '18 MBP does not see it - even in Disk Utility. I have tried restarting the '18, running first aid on the drive form the '17 (fine), tried all 4 Thunderbolt 3 ports on the '18. On the '17 it is recognized within about 2 seconds as soon as I plug it in. On the '18, nothing shows up.

Why would one laptop see it and use it, the other not?

What FORMAT is the new external drive?

Advice:
ERASE it to "Mac OS extended with journaling enabled".
Do that, and ANY Mac will "see it".

The drive would still show in disk utility if that was the issue, it sounds like for some reason it isn't finding drivers for it.

Does it show in system information under thunderbolt devices?
