If I drag a photo from Photos.app to Twitter, the export quality is really high.

If I drag one to Facebook, it's blurry.

If I drag one to Telegram, it's even blurrier.

If I drag an image from Photos to the desktop, for example, it's medium blurry.

The only way to guarantee that my photo gets posted in the maximum quality is to manually export it from Photos.app to my /tmp directory in full quality, then drag that file to the app in question.

Why? Has anyone figured out a way to just export in maximum quality, every time?

The sad thing is Photos.app has been improved bit by bit lately and is becoming a great app but there's still stupid annoying little issues like this to deal with. :(
 
Try holding the Option/Alt key when you drag it. That is supposed to send a higher quality image.

I don't really have a solution to your problem.
But... it's probably worth saying...
... that sometimes, you just have to go with "what works" for you.

You've found the pathway that works, so you might as well "walk down it" for now...
