Why does rebooting in clamshell mode often not engage external display?

Often when I reboot my MBP when it's connected to an external display (USB Type C) it often doesn't get past the login screen without me having to open up the machine's display. Only when I do this does it then chime and I get a login panel and only after I login via the login panel will it engage my external display.

This is with Mac OS X Monterey but I believe the same was happening with Catalina.
