Why does Siri say needs location for weather?

Every time I ask Siri what is the weather like. Siri says it needs me to change my location services in my settings. But weather has location services toggle always on. Only one that is off is the weather channel app. Could that he conflicting?

Also anyone else have to repeat hey Siri when it's "sleeping multiple times to get the phone to wake up with the new "hey Siri" option.

But is *Siri* allowed to use Location Services?

Make sure you have Siri allowed to use Location Services.

Settings > Privacy > Location Services > scroll down and find Siri & Dictation.

Pretty common. I've not really heard of a fix other than talking louder.
