Why does Sleep/Wake Button sometimes hang up?

When I push the Sleep/Wake button while on a call usually it locks the phone, and a second push shuts off the screen.

Sometimes, though, pushing the Sleep/Wake button causes the phone to hang up. I can't figure out a pattern to this -- it happens both while the phone is dialing, and while I'm a call.

What determines whether the Sleep/Wake button locks the phone or sleeps the display, vs hanging up on the call??
