Why does SMC say ZeroC and fan speed 6000rpm+ (cant be lowered)

I have the late MBP, and my problem is that my fan speed can not be lowered with smc. It constantly stay at 5500-6000+rpm all day and my temp shows as 0C.

Can someone help me? what do I do? how do I reset this and why is my fan not responding to SMC or anyhting!?

any answer would be helpful thanks.
