I updated to iOS 13 a couple of hours ago, then left Wi-Fi range. Upon unlocking the phone I was greeted with "Mobile Data is Turned Off for SpringBoard" with a note to enable it in Settings if I want to unblock it.

However... SpringBoard doesn't appear in Settings/Mobile, so I'm not sure how to to turn it on. Also, why does SpringBoard want data in the first place? Isn't it just the "app launcher"?
