Why does the language button change position?

Is Apple pulling a practical joke? When I switch orientation the language button and the sign(123) button switch places. I keep pressing the wrong one in landscape mode all the time. Anybody know if this is just a mistake or if it’s supposed to do this?

The landscape keyboard is screwed up anyways. They need to fix this ASAP.
