Why does the port SOMETIMES open, SOMETIMES NOT?

Im using transmission.. I set to manually forward port..
Im using netgear router.. I set to open the port according to my ip..
However, I check, sometimes transmission say the port is open, sometimes not!! I even check by using port checking website, it says connection timed out..
Whats going on!?
