I don't want any subsidy. I want to get off contract eventually but keep my UDP. I don't see an option on Apple.com where I can buy without commitment. Anyone else having this issue?

Historically, the T-Mobile one is unlocked. It just ships with a T-Mobile SIM for use on their network if you need. So, assuming nothing has changed, just buy that one, and pop your AT&T SIM in there. That's what I'm doing.
 
Doesn't buying the t-mobile or unlocked model mean that visual voicemail and a few other things won't work? On a side note if you go to an apple store and ask for an off contract AT&T it will be unlocked when plugged into iTunes. At least it was when I bought the 4s that way.

I called att about this. You can buy them in the store for full price without a contact, you can't do it online.
