Why doesn't the iPhone 3GS show notifications (Viber, Whatsapp etc..) ? [iOS 6.1.3]

Hello,

i have an iPhone 4s and a 3GS both running 6.1.3.

While notifications appear in the 4S (whatsapp message, Viber message or call, etc..) even if the apps aren't launched.

The 3Gs never notifies when apps aren't launched and occasionnaly (i should say randomly) notifies when they're running in the background.

Is this normal behaviour ?
Is it a hardware or software issue ?
